Job Summary
We are seeking a detail-oriented Tender
& Bidding Professional to manage end-to-end bidding activities for
Government, Semi-Government, Autonomous Body, Private Sector, and Development
Partner-funded opportunities.
In this role, you will be responsible for
identifying tender opportunities, coordinating technical and commercial inputs,
ensuring strict regulatory and tender-specific compliance, supporting
competitive pricing strategies, and tracking submissions through award and
contract handover. Additionally, you will guide junior team members and
continuously work to strengthen our bidding systems, controls, and reporting
formats.
Key Responsibilities
1. Tender Search, Analysis
& Strategy
- Opportunity Identification: Actively search,
review, and evaluate tender opportunities aligned with the company’s
business objectives.
- Tender Document Analysis: Thoroughly analyze
Instructions to Tenderers (ITT), Technical Specifications, Qualification
Criteria, Terms of Reference (TOR), BOQ, and contractual conditions.
- Compliance & Planning: Prepare tender
requirement analyses, compliance checklists, responsibility matrices, and
submission schedules to ensure complete and timely bid preparation.
2. Document Preparation &
Compliance
- Bid Compilation: Prepare, compile, review, and
finalize technical and commercial documents for both e-GP and
manual submissions.
- Regulatory Compliance: Ensure strict adherence
to the Public Procurement Act (PPA), Public Procurement Rules (PPR), e-GP
guidelines, Development Partner policies, and tender-specific conditions.
- Partner & Subcontractor Coordination:
Manage documentation for Joint Ventures (JV), consortiums, subcontractors,
manufacturers, suppliers, and foreign partners.
- Qualifications & Audits: Verify
eligibility, relevant experience, financial capacity, key personnel,
equipment, manufacturer authorizations (MAF), and statutory licenses prior
to submission.
- Record Keeping: Maintain up-to-date
repositories of company certificates, financial statements, experience
records, and statutory documents.
3. Inter-Departmental
Coordination & Financial Instruments
- Cross-Functional Collaboration: Work closely
with Engineering, Sales, Commercial, Finance, Accounts, Supply Chain,
Legal, Market, and Project teams for required technical and financial
inputs.
- Financial Instruments: Coordinate the timely
issuance and management of Tender Security, Performance Security, Bank
Guarantees, Bid Security extensions, and other required financial
instruments.
4. Pricing, Costing &
Commercial Analysis
- Financial Proposals: Assist in preparing and
reviewing tender pricing, cost estimates, price schedules, BOQs, financial
offers, and discount strategies.
- Evaluation Assessment: Assess tender
mechanisms including Single-Stage/Two-Envelope (SLT), price adjustments,
domestic preference, loss capitalization, and evaluated cost models.
- Market Intelligence: Conduct post-bid,
competitor, tender-result, and winning/losing analyses to guide future
commercial strategy and management decisions.
5. Post-Submission &
Lifecycle Tracking
- Clarifications & Pre-Bid: Prepare and
review tender queries, pre-bid correspondence, extension requests,
declarations, undertakings, and official communications.
- Award & Handover: Monitor deadlines,
bid/security validities, Notification of Awards (NOA), Letters of
Acceptance (LOA), and contract-signing requirements through to final
project handover.
- Reporting: Maintain structured tender
databases and generate periodic status reports on bidding performance,
pipeline, and competitor trends.
6. Team Leadership &
Process Improvement
- Mentorship: Guide junior team members,
delegate assignments, and monitor submission progress.
- System Enhancement: Identify compliance gaps,
mitigate commercial risks, and continuously optimize bidding templates,
document-control systems, and SOPs.
- Confidentiality: Maintain absolute
confidentiality regarding tender pricing, strategy, company documents, and
sensitive commercial data.
Preferred Qualifications
- Bachelor’s degree in any discipline from a reputed
university.
Experience Requirement
- 2
to 5 years of hands-on experience in tender and bidding operations.

- In-depth knowledge of e-GP tendering,
Government procurement systems, and PPA/PPR frameworks.
- Strong proficiency in MS Office (advanced
Excel, Word, PowerPoint) and PDF editing/documentation tools.
- Solid analytical capability in tender qualification,
pricing structures, commercial evaluation, and risk assessment.
- Hands-on experience coordinating Bank Guarantees, Bid
Securities, and Joint Venture/Consortium agreements.
